We are looking for a Senior Product Owner to lead the digital product portfolio for one of our flagship government clients. You will own the vision, roadmap, and day-to-day delivery of several public-facing web products and a mobile application, all developed and maintained from the agency side. This is a high-visibility role where you'll act as the connective tissue between the client, end users, designers, engineers, and QA, ensuring that what we build is logical, on time, and meaningfully solves real-world problems for a wide range of citizens, residents, and government stakeholders.

This is not a coding role, it is a thinking, communicating, and orchestrating role. You'll need to deeply understand how digital products work under the hood without writing them yourself, and translate complexity into clarity for everyone involved.

Key Responsibilities

  • Own the end-to-end product lifecycle for multiple government web products and a mobile app, from discovery and definition through release and iteration.
  • Translate client objectives, regulatory requirements, and user needs into clear, prioritized backlogs, epics, user stories, and acceptance criteria.
  • Maintain a strict, realistic, and transparent product plan; manage timelines, dependencies, and risks proactively rather than reactively.
  • Build and continuously refine a roadmap that balances client priorities, user value, technical feasibility, and delivery capacity.
  • Develop a deep understanding of the diverse personas the products serve and ensure every decision is grounded in their context.
  • Lead refinement sessions, sprint planning, reviews, and retrospectives in close collaboration with engineering, design, and QA leads.
  • Act as the single point of accountability for product decisions, making clear calls, documenting trade-offs, and communicating them upward and outward.
  • Manage the client relationship at a working level: lead status updates, manage expectations, escalate appropriately, and turn ambiguous requests into actionable scope.
  • Coordinate with UX/UI designers to ensure flows, content, and interfaces match real user behavior and business logic.
  • Work closely with technical leads to understand product architecture, API integrations, and system constraints well enough to make informed prioritization calls.
  • Define and track product KPIs and post-launch performance; use data to inform iterations.
  • Ensure all deliverables align with government compliance, accessibility, and security standards expected on public-sector digital products.
  • Oversee release planning, go-live readiness, and post-launch support cycles.
     

Required Qualifications

  • 7–8+ years of experience as a Product Owner, Product Manager, or equivalent role, with a meaningful portion of that time on consumer-facing web and mobile products.
  • Demonstrated experience managing complex, multi-stakeholder projects, ideally in an agency environment or working with enterprise/government clients.
  • Strong logical and solution-driven thinking: you can break ambiguous problems into clear components, identify root causes, and design pragmatic paths forward.
  • Excellent English communication skills, both written and verbal, including the ability to write crisp specs, run executive-level meetings, and resolve conflict diplomatically.
  • Deep working knowledge of how websites and mobile apps function from a logic, flow, and user-experience standpoint (you don't code, but you understand what's happening behind the screen).
  • Top-level understanding of API integrations, how they work, what they enable, and what their limitations typically are.
  • Top-level understanding of product technical architecture, frontend, backend, databases, third-party services, and how they fit together.
  • Strong proficiency with product and project management tools (Jira, Confluence, Figma, Miro, or equivalents).
  • Proven ability to manage strict planning and delivery commitments without sacrificing quality or team health.
  • Comfort working in a fast-paced, high-accountability environment where priorities shift and clarity is something you create, not something you wait for.
     

Preferred Qualifications

  • Working proficiency in Arabic (written and/or spoken), a strong advantage given the client context.
  • Prior experience on government, public-sector, or large enterprise digital products.
  • Familiarity with UAE digital government standards and citizen-experience expectations.
  • Experience working on products with high user volumes, multi-language requirements (EN/AR), and accessibility compliance.
  • Background or certification in Agile/Scrum (CSPO, PSPO, or equivalent).
  • Experience overseeing both new product launches and long-term product maintenance cycles in parallel.
